G.A.S. - implementation of targeted inspection

The following advice and attachments have been issued through the AQIS / Industry Cargo Consultative Committee (AICCC).

Please refer to the attached AQIS industry notice 10/2006 -7 which has been drafted after considerable consultation with industry through SAL and your particular attention is drawn to the procedures that apply to containers originating from Indonesia and those from all other countries.

The survey will be managed by the GAS National Coordination Centre (GASNCC) which is located in Brisbane.

In relation to containers ex Indonesia it needs to be understood that AQIS will not inspect Indonesian containers on all vessels. The GASNCC will identify a range of vessels over a period of time and will be requesting container lists or bay plans for these vessels.  The number of Indonesian containers required from each vessel will be dependent on the ports of discharge and how many containers AQIS has already referred from the "other small countries".  (For example if AQIS had referred 7 containers from Morocco to Melbourne for inspection AQIS would only want 3 Indonesian containers into Melbourne for tha t week).

Also attached is a preliminary listing of targeted vessels (that carry containers from Indonesia) covering the first two months of the survey period.  It is requested that the agents for these vessels contact the GAS NCC via email to ensure AQIS has relevant contact details which will ensure smooth lines of communication are maintained throughout the survey.  

The GAS NCC can then make contact with agents in question and discuss the most effective methodology for container and stowage information to be made available to AQIS. Wherever possible AQIS will endeavour to select container for the survey that are operationally the most efficient ones for stevedores to handle.

Containers from all other countries will be identified by the GAS NCC by profiling the ICS and the processes outlined in the attached notice apply.

It should be noted that the GASNCC has been very effective in its communication with shipping lines and stevedores in relation to GAS issues and has developed a good understanding of the industry which will be a positive in aspects of the survey under reference
