Updating RACA Air Cargo Security Program's (TSP's) - Urgent

The Office of Transport Security (OTS) have asked AFIF to help them remind members that a large number of RACA's (322) whose TSP's are due to expire on December 31st, 2012 have not yet sought the new guidance material to amend and retain their accreditation.
 
If your current TSP is due to expire on December 31st, it will NOT automatically be renewed and no extension will be granted unless the necessary action advised by OTS is followed. As it will take some time to process renewals, due to the large volume, OTS advise that the request should be sent in preferably before the end of October, as that is the last deadline advised by which renewals could be processed with some degree of certainty. The following information, which you should have already received, may assist as a guide as to your required action, if not already done:

  • Went out to all RACA's whose TSP is due to expire on 31 December 2012 (except those who specified they wanted to become an AACA in their response to the 'options letter', which the Department sent to all RACAs in February 2012.)
  • The letter invited the RACA's to seek new guidance material from national.coordinator@infrastructure.gov.au and urged them to get a revised TSP in to the Department by a specified date. In order to stagger the responses as much as possible, the recommended dates were: '31 August 2012', '30 September 2012' or '31 October 2012'.

RACA Alteration Letter - Click here for attachment
 
Sent to all RACA's whose TSP is expiring after 31 December 2012 and who specified '23A alteration' or '23A alteration and revision' in their response to the 'options letter', which the Department sent to all RACA's in February 2012.
  • These letters will be sent in staggered batches. As of today, around 100 have gone out, another 250+ will go out soon.
  • Letter includes a copy of the new Annex A and invites the RACA to sign and return the attached form response letter.
  • The response letter comprises a request to the Department to alter their TSP by replacing their current Annex A with the new Annex A, attached to the letter.
  • The new annex allows them to comply with new regulations and interact lawfully with AACAs.

  • Sent to all RACA's who specified they wished to convert to being an 'AACA' in their response to the 'options letter', which the Department sent to all RACAs in February 2012.
  • Also sent to all other businesses who registered their interest in the AACA Scheme via the Department's website.
If you have not taken action on your TSP and if it is due to expire on December 31st, 2012, please take immediate action.

Please advise the relevant Air Cargo Security Officer within your organisation.
