We have received updated general advice from FIATA in regard to the implementation of the South Korean Advance Manifest System, together with a guidance document from South Korean Customs.
The rules came into force on different dates: The AMS was enforced from 1 April 2012 for maritime export cargo and air export cargo; and 1 June 2012 for air import cargo. Regarding maritime import cargo and transit cargo (only for departure), the AMS will be enforced from a specific date designated by the Commissioner of the KCS. The exact date is not confirmed yet. The Korean AMS has a specific way (different than the AMS in the United States and ENS in Europe) to provide the data to the relevant authority (Korean Customs Service KCS).
Freight forwarders are requested to transfer the consolidated cargo data to carriers and they will submit if after verification into the KSC system. FIATA has requested that KIFFA in Korea (the Association member in Korea affiliated to FIATA) should object to this procedure by their government.
