Changes to various 'Customs Licence' Conditions

Dear All,
 
Following the interactive and lively discussion we held in Sydney on June 26th regarding the Australian Customs and Border Protection Service's ('Customs') announcement of changes to the conditions relating to Customs Brokers Licences, and Depots and Warehouse License holders, we will also be hosting similar discussions in Melbourne, Perth and Brisbane - in July (refer dates below)
 
Customs Brokers Licences:
 
ACN 2012/29 advised of their decision to make changes to the conditions relating to a Customs Brokers Licence. The changes fall within 2 broad categories:
  1. The Headline Act
    • Continuing Professional Development for Licensed Customs Brokers
      • Does the suggested format offer real value to Customs Brokers or the community as a whole?
      • Is it window dressing?
  2. The Sting in the Tail
    •  Additional Condition (2) - Mandatory disclosure of information to the Customs and Border Protection CEO.
      • Will Customs Brokers become the meat in the sandwich?
      • At what cost to the Customs Brokerage?
    • Additional Condition (3) - Unauthorised use of Customs & Border Protection systems and information
      • How does a Customs Broker know to what purpose information provided to a client or supplier will be put?
Now that ACN 2012/37 (June 29) has been released, the CPD conditions on holders of Customs Brokers licences is in force.
 
Depot and Warehouse Licences

ACN 2012/35 advised of their decision to make changes to the conditions relating to Depot & Warehouse Licences and proposes:
  • 28 "Additional" and  4 "Specific" Conditions to be imposed on operators of Customs Licensed Depots; and
  • 35 "Additional" and 1 "Specific" Condition to be imposed on operators of Customs Licensed Warehouses
