In August 2012, the Industry Working Group on Quarantine (IWGQ), within which AFIF is an executive member, provided the attached submission to the Department of Finance and Deregulation. Attachment C of the submission sets out the specific areas of interest to the Finance Department. The submission was provided in response to an invitation of the Department of Finance and Deregulation and it contains a number of specific comments on DAFF cost recovery processes that continue to be applied resulting in continued fee increases to all industries that are involved in importing and supply chain / transport logistics. The IWGQ has been involved in discussions, consultations, inquiries and reviews on National and Departmental cost recovery issues since its inception in 1993 and its contributions have been acknowledged as being valid and relevant. As major contributors to the DAFF cost recovery revenue, which are expected to equate to around 1 billion dollars plus over the next 5 years, IWGQ members' positions should be of major interest. Whilst there are clear guidelines in place as to which activities are cost recoverable and which are funded by Government, under community service obligations, there appears to be a trend to broaden the cost recovery activity base. This would result in a decreased cost to Government but an increased cost to industry for services delivered by Government. It is noted that the Department of Finance hasn't made submissions public on its website although relevant Government Departments have been provided with submissions.
