Sydney Ports has today switched on reciprocal financial penalties for stevedores and road carriers following the end of a month-long final Port Botany Landside Improvement Strategy (PBLIS) trial.
From today, 28 February, stevedores and road carriers who do not meet mandated operational performance standards at Port Botany will be subject to reciprocal financial penalties.
Sydney Ports Chief Executive Officer Grant Gilfillan commented as follows on the introduction of the new reforms stating:
"The final industry trial has given port users an opportunity to adapt to the new operational performance framework between road carriers and stevedores, while providing Sydney Ports with vital landside performance information.
This information has resulted in greater overall transparency surrounding the performance of stevedores and road carriers at Port Botany and will lead to greater efficiency and consistency of the landside supply chain in managing increasing trade volumes.
The final PBLIS trial measured early and late truck arrivals, no shows, minimum slots offered per hour, truck turnaround time, truck non-service and time zone cancellations. Industry has responded well to the trial operations with truck carriers showing a distinct change in behaviour to meet the more disciplined approach by the stevedores to servicing trucks at their container terminals".
AFIF supports the implementation of the Operational Performance Management (OPM) standards introduced today, whereby for the first time, there is now a clear performance based relationship between stevedores and truck carriers.
The aim is for these performance standards and accompanying financial penalties where benchmarks are not met, will lead to improved operational transparency and increase the consistency of truck turn round times in and out of the port.
AFIF has contributed to industry consultation surrounding the PBLIS reform process and we welcome these management standards which we hope will improve overall operational performance to meet the challenges of growing trade through Port Botany in the coming years.
