Forwarders - Are you ready for the changes to shipments to Europe?

Effective January 1st 2011, the requirements for cargo reporting by
airlines operating into Europe will change. From this date, airlines will
be required to report all shipments at house AWB level, no less than 4
hours prior to arrival in the first European port. These requirements apply
to cargo destined to all 27 member states of the European Union.
In the lead–up to the 01JAN changes, airlines will most likely be
communicating with their forwarders to confirm their individual
requirements.
It is anticipated that the industry standard FHL & FWB messages will
form the basis of the reporting for all airlines, and that airlines will
require the data to be sent by the origin forwarder to either the GHA or
the airline. For our connected forwarders, CCN will distribute the FWB
& FHL messages as per the airline requirements once these requirements
have been confirmed.
Our recommendation to forwarders at this point is to commence sending FHL
data for your EU destined shipments during NOV and DEC 2010. This will
enable sufficient time to resolve any message format issues which may arise
with your FHL data, and help to ensure your full compliance prior to
01JAN11.
A reminder to always check your response messages to ensure there has been
an FMA (positive response) received from CCN for your FHL's, and no FNA
(negative response). All FNA’s should be investigated immediately on
receipt.
CCN has also recently been in contact with industry software providers here
in Australia to brief them on the up-coming changes.
