We have been advised by Ausindustry that the Insulation Industry Assistance Package (IIAP) announced on 6 May 2010 is open for applications. Please read this announcement and, we suggest, advise any of your clients who may be affected. However please read our viewpoint and guidance further below in regard to our industry.

Insulation Industry Assistance Package (IIAP)
Applications must be received by the NSW office of Aus Industry no later than 5pm, AEST, on Friday 4 June 2010.
The objective of the IIAP is to provide financial assistance to manufacturers, distributors, importers and installers of eligible ceiling insulation products adversely affected by the termination of the Home Insulation Program. Foil products are excluded. Details of the Foil Insulation Safety Program (FISP) can be found at http://www.environment.gov.au/eehp/safety-plan/foil-insulation.html.
Applicants must meet various eligibility criteria including having manufactured, installed or supplied finished products that were used in eligible installations under the Home Insulation Program. These finished products must also meet certain criteria and be included on the Home Insulation Program Approved List of Products as at 19 February 2010.
Applicants will need to identify the eligible ceiling insulation stock held on 30 April 2010 and calculate the stock holding dollar value. This dollar value must be at least $5,000 (GST exclusive) to meet the minimum threshold for assistance. Assistance payments will be calculated at 15% of this stock holding dollar value to a maximum of $500,000 per applicant.

From an AFIF viewpoint, there is nothing in this announcement which provides any direct benefit for those affected in the Forwarding industry. It may help members in that your clients, where affected, may be able to access refunds and have the funds to pay your outstanding freight and other accounts.
However this will do nothing for those members holding insulation under liens or related activities as they do not fit into any of the categories of party who can claim for the insulation they hold unless they can do a deal involving release to the clients and sharing in the proceeds of "sale".
