DOTARS 'RACA' Update - Security Declarations

Dear Firstname,

DOTARS have just issued a general Notice to all Air cargo Operators this afternoon as a result of recent changes to Annex A to 'RACA' TSPs.  These are designed to clarify requirements for Security Declarations. 

Please study this carefully and ensure that all relevant personnel are informed. These instructions are enforceable by Government Regulations from tomorrow, March 10:-

Regulated Air Cargo Agent Information Update 9 March 2007 - Security Declarations
 
A number of different forms of security declaration are currently used by Regulated Air Cargo Agents. Please note that different forms of declaration may be accepted if they meet the requirements below. Please also note that some Transport Security Programs stipulate that a RACA number must be provided - RACA numbers have not yet been issued. Training Accreditation Numbers should continue to be provided on security declarations.

Requirements for Security Declarations

A valid Security Declaration must:

Identify the RACA providing the declaration; and

Include a statement from an authorised representative of the RACA confirming that the cargo has been prepared for clearance in accordance with an approved Transport Security Program; and

Include a reference to a Master Air Waybill, House Air Waybill, Consignment Note or equivalent documentation that specifically identifies the cargo for which the declaration is being given; and

Include a specific reference to the Nominated Site originating the declaration; and

Be signed by an appropriately authorised representative of the RACA; and

Include a reference identifying the current training of the authorised representative of the RACA that signed the declaration; and

Be dated.

In addition:

if another RACA is used to deliver the cargo then the Security Declaration will include the name of the RACA delivering the cargo;

If the sender delivers, or arranges delivery of the cargo the Security Declaration must include details of the person delivering the cargo.
